Health Care Bill (H.R.3590) (H.R.3962)
A compromise version of an excise tax on high-cost health insurance plans has won support from organized labor, pushing lawmakers closer to a final deal on a health care overhaul.

Under the compromise, the tax would kick in for health plans costing $8,500 for individuals and $23,000 or more for family coverage beginning in 2013. That threshold would still rise at inflation plus 1 percentage point, as in the Senate bill. Unions with collective bargaining agreements would have a five-year grace period before their insurance tax, in 2018. While a number of issues apart from the financing provisions remain to be resolved, the bill is expected to be sent to the President for a signature this week.

Taxes in Health Care Bill: To pay for most of its costs, the House health care bill includes a 5.4 percent surtax on the adjusted gross incomes of individuals making more than $500,000 and married couples making more than $1 million. The Senate health care bill includes an excise tax on costly insurance plans and would increase the 1.45 percent Medicare payroll tax by 0.9 percentage points for individuals earning more than $200,000 and couples earning more than $250,000.

Negotiators are trying to reach a compromise on which tax provisions will be included in the final version of the legislation.

Tax Break for Haiti Efforts Sought: Senators from states with large Haitian populations have proposed tax legislation designed to encourage donations to earthquake relief efforts in Haiti. Donation limits would be waived under the bill. Congress did the same in the aftermath of Hurricane Katrina in 2005 to encourage contributions to the Gulf Coast rebuilding effort. (H.R.4213)

Banking Fee Proposal: Lawmakers are considering President Obama’s proposal to impose a fee on the banking industry to recover taxpayer bailout funds. While many GOP members are against it, saying that banks won’t be able to loan more money if a tax is levied on them, many Democrats are speaking out in favor of it. (H.R.1586)

Federal Income Tax Rates: Lobbyists are urging Congress to hold federal income tax rates at their current levels. They are warning lawmakers that the tax increases will be a primary issue in the 2010 elections. The House and Senate are expected to continue work on preparing health care legislation for the Presidents’ signature. The Senate will be considering jobs legislation.

There is a lot of concern in Cedar Rapids area and throughout the State of Iowa that mandated sprinkler systems in new residential construction will have a negative effect in the housing markets. In time, the requirements would trickle down in time to all housing, when certain remodeling occurs. The impact on new construction would increase the costs of new construction making home affordablity more challanging, through highest costs, qualifications and higher prices in property insurance.

Highlights from U.S. SENATOR CHARLES GRASSLEY program ...


It has been a number of years since Iowa Senator Charles Grassley has addressed The Rotary Club of Cedar Rapids. He did so Monday before the largest Rotary audience since Steve Alford spoke in April 2001 at the conclusion of his second season at The University of Iowa. Senator Grassley is completing his 5Th term as a senator and is running for election to an additional six-year term to be decided in November 2010.

Senator Grassley is a member of the powerful Senate Committee on
Finance (Chairman from January 2003 until January 2007), He is a member of
the Agriculture, Nutrition and Forestry Committee, the Judiciary Committee,
Budget Committee, Caucus on International Narcotics Control and Joint Committee on Taxation.

Senator Grassley emphasized his continuing concern with security
issues confronting the nation including the attempted Christmas Day bombing of a
passenger jet headed for Detroit as well as the 2009 Fort Hood, Texas
slayings. He feels that we have tended to become complacent about security
since the attacks on the World Trade Center and the Pentagon in 2001.

He is opposed to the President’s plan to close the prison at
Guantanamo Bay, Cuba and bring prisoners to the United States, but supports the
military efforts the Obama Administration is making in Afghanistan.

Although Grassley said he was not raising the security issue for
political purposes; it already appears it will be an issue in the 2010
election. He endorsed measures to improve airport security and expand the
list of people with possible terrorist connections to be flagged if they
attempted to enter the United States. He also supports increased scrutiny
of Yemen and terrorist support from that country.

Senator Grassley said that the economy and jobs remains “first on
everybody’s mind” and business owners, especially small business owners, won’t
start hiring again until the nation’s future is clearer. Uncertainty about
taxation issues, cap and trade legislation and increased financial regulation
all affect the business climate and our ability to lower unemployment
levels.

Grassley said that health care legislation that has passed the House
and Senate contains some good elements, but is anything but bipartisan. In
order to have achieved that objective he feels consideration needed to be given
to tort reform, how immigration is addressed and not requiring every American be
covered by health insurance (the individual mandate).. He feels the health
care bill that is emerging does not meet expectations and hopes it will not pass
unless the above changes are incorporated.

Senator Grassley was also critical of the “bad” stimulus bill
passed by Congress in an attempt to shore up a plunging economy. To a
question of the tone of politics today Grassley said he does not think politics
is as nasty as what is portrayed in the media where disagreement is what makes
news.

With College Football done; the NFL Playoffs kicked off this weekend in January ...


Well, Alabama is the nation's best in College Football and Iowa finished out the 2009 season with a solid 24-14 win over Georgia Tech in the Orange Bowl last Tuesday night.

Now, we turn to four NFL Playoff games on Saturday and Sunday and from the looks of it, the fourth game isn't going to be much of game either, after a pretty good first game with the New York Jets-Cincinnati Bengals match up.

The National Czech & Slovak Museum & Library was originally established in 1974 and a new 16.7 thousand square foot building was dedicated in 1996 by President Clinton, Vaclav Havel of the Czech Republic and Mishal Kovac of the Slovak Republic. Unfortunately the building received devastating damage in the Flood of 2008 which nearly submerged the entre structure.
In September 2009 the museum’s board voted to build a new exhibition center and library in Czech Village on the property adjacent to the flood-damaged museum building. In November 2009 the board approved a plan to move and then elevate the flood-damaged building to become part of a new and expanded facility. The main floor of the old museum will be elevated three feet above the 2008 flood level and there will be parking on the lower level. In total the complex will cost approximately $25 million.


It will be incorporated into a new facility with a total of 60 thousand square feet; all of which will be above the 2008 flood level. The move of the old building will occur in 2010 and the new section to which it will be incorporated will be built in 2011 and open to the public in 2012.
At the time of the flood the museum was enjoying growing attendance and was at the 35 thousand visitors a year attendance level. Over 350 thousand visitors have visited the museum during its history. It had no unsecured debt, a professional staff of 13 and a board of 25 members. A national advisory board, which includes members like Madeline Albright, is also in place.


The first major step back to normalcy for the museum will be the occupation of the historic Kosek Building in Czech Village which is scheduled for March 2010. Museum offices will be located on the second floor, classroom facilities on the lower level and an exhibition space on the main floor.

The first exhibition will be titled “The Story of a People and the Flood.” It will answer the question of why the national museum is in Cedar Rapids, Iowa, the story of Czechs and Czech Village and the story of the flood which is now part of that history. The exhibition will include an interactive flood map and stories of the flood through news accounts and photos. There will be a topographic model of Cedar Rapids showing the effect and magnitude of the flood. There will also be a model of a flooded home.

The flood was a powerful story we need to remember. The Kosek exhibit is part of a larger plan to understand the immigrant experience and raise up universal values of freedom, identity, democracy, family, sacrifice and leadership that underlie out nation. It will contribute to the understanding of freedom as both an ideal and a process to educate younger generations to understand the freedom they have in America that t was forged by people who experienced and escaped oppressive conditions and regimes for a new life in America.

How 'bout them Hawks!



It's Great to be a Hawkeye as Iowa picks up their first BCS bowl win and the biggest bowl win, since the 1959 Rose Bowl win over Cal during Evy's era. Kirk Ferentz finishes 11-2, for the second time in school history and for the second time in the KF era. Iowa was 11-2 after the 2002 season. But, unlike the Orange Bowl that season, the Hawkeyes pull out a 24-14 win over Georgia Tech in the 2010 Orange Bowl.

Wow, what a dominating game for the Iowa defense and a very good game by the Iowa offensive line. QB Ricky Stanzi leads Iowa to two touchdowns and offered up a Pick 6. Iowa shines running, passing and holding the top flight Yellow Jacket offense.

We noticed the 2010 Orange Bowl mentioned, which is a huge game for both programs.

The (9) Georgia Tech Yellow Jackets 27, (10) Iowa 26 as a captioned photo reads "Josh Nesbitt, left, of Georgia Tech" as the QB is getting ready to pass vs. Clemson, who the Yellow Jackets beat twice, including a 39-34 win the ACC Title Game.

Iowa (10-2 in '09) hasn't won a BCS bowl before. Georgia Tech (11-2 in '09) has never played in one. Georgia Tech has played in major bowls before, with the last being the 1967 Orange Bowl (L, 12-27 vs. Florida). This is the sixth Orange Bowl overall for Georgia Tech (3-2), second for Iowa (0-1).

In the 2003 Orange Bowl, the Hawkeyes finished poorly in the second half and never looked better than the opening kickoff when CJ Jones took the kickoff 99 yards to give Iowa an early 7-0 lead. By the way, Iowa was tied at halftime 10-10 vs. Southern Cal, despite settling for only three points twice inside the five yard line in the second quarter.

How would the game have been had Iowa been able to capitalize on field position and gone in at half 21-10, rather than 10-10?

Note, in the 2010 Rose Bowl and 2010 Capital One bowls, both Big Ten teams, Ohio State and Penn State, respectively, settled for field goals throughout much of the ball game. Can Iowa follow the same mode of operation and defeat Georgia Tech? It would appear Iowa needs touchdowns and not

Can Iowa pull off the upset in the 2010 Orange Bowl over #9 Georgia Tech?

There's an old saying ... that's why we play the games. It is the ACC Champion vs. the Big Ten runner-up in the final BCS bowl game before the BCS Title Game on Fox.

Interesting Stat: Both Georgia Tech and Iowa played there first bowl games in the Rose Bowl. Georgia Tech beat Cal 8-7 in the 1929 Rose Bowl. Iowa won their first Rose Bowl game defeating Oregon State 35-19 in 1957 and followed up in 1959 beating Cal 38-12.

Iowa is 2-3 in Rose Bowls and 2-4 in "Big Four" bowls heading into tonight's Orange Bowl. One of the ACJ story's is wrong, Iowa will move to 3-4 in "Big Four" bowls with a win over Tech. Further, an Iowa win will drop Tech to 3-3 lifetime in the Orange Bowl.

By the way, some Georgia Tech fans view the 1990 season's Citrus Bowl the biggest bowl game as the biggest bowl game in the modern era for Georgia Tech. The 2010 Orange Bowl is huge for the winner.

What impact will the win have on the final, but more importantly, the 2010 pre-season ranking for the winning team team?

A Top 6 or 7 pre-season ranking typically places a program into the BCS title picture. Iowa did experience a little of that talk in 2009, despite not being considered a Top 25 team by most people heading into the 2009 season.

The Hawkeyes started the season 9-0, until QB Ricky Stanzi's ankle went down in the tenth game vs. Northwestern. Iowa lost the Northwestern game, then freshman quarterback James Vandenberg lead Iowa to a 1-1 record, including a 24-27 OT loss at Ohio State.

When Iowa played USC in the 2003 Orange Bowl, the Trojans played as strong as any other team in the 2002-03 bowl schedule. At season's end, they may have been the better team, then even Ohio State and Miami-FL, who played in the 2003 BCS Title Game in the Fiesta Bowl. The following season, USC became the most dominant program in the FBS.

Could Georgia Tech be in similar role heading into the 2010 Orange Bowl that USC was in the 2003 game? Could the Yellow Jackets be ready to break out in the 2010 season as a FBS elite team? Could a win over Iowa be a springboard, similar to USC in 2003 Orange Bowl.

So, what's Iowa have to play for? While they may not be quite as young of team as Georgia Tech, they were a possession away from being in the Rose Bowl this season and champions of the Big Ten Conference. What would a win in the 2010 Orange Bowl do for Iowa in 2010?

This should be a great game in Miami: the 2010 Orange Bowl. Let's hope Iowa pulls off the upset! This is likely a bigger, better game than the 2003 game.

Iowa needs to score touchdowns tonight and the Hawkeyes need to win big (a/k/a see the 2009 Penn State game in Happy Valley). Iowa beat Penn State 21-10. The key element is Iowa won by more than a possession. Of course, Iowa beat LSU 30-25 in the exciting finish to the 2005 Capitial One Bowl, which is by far Iowa best win in the Kirk Ferentz era.

Prediction (10) Iowa 31, (9) Georgia Tech 25

For this to happen, Iowa must win the Special Teams phase of the game and dominate in the trenches (especially offensively and in run defense) vs. a high powered Yellow Jackets offense that is only in it's second season and is looking to make major noise in 2010 ...

College Football in the New Year ...

Big Ten 3-2 in Bowl Games in 2009-10 with two more up!

After enjoying the three bowl games involving Big Ten programs on HDTV on New Year's Day, we are looking forward to the 2010 Orange Bowl between the University of Iowa and Georgia Tech University! Michigan State plays Texas Tech tonight on ESPN, but the game on our mind is the game on Fox on Tuesday night!

We have enjoyed Hawkeye Football for decades, including personal bowl trips to Pasadena, Atlanta and Miami. The better outcomes have often come watching the Hawkeyes on TV, especially the 1982 Peach, the 1984 Freedom, 1995 Sun, 2004 Outback and 2005 Capital One. Here's to the 2010 Orange Bowl knocking out one of the prior bowl games mentioned.
