Congratulations to Washington High School students and students throughout Iowa taking AP Courses ...


Last night, Carole and I attended the Senior Night Recognition for the Class of 2010. We are a proud parent of a graduating senior at George Washington High School, which is also my own alma mater. Dr. Ralph Plagman of WHS presented a large number of awards, scholarships and honors.

We are proud of our child's honor in Math and Science. A very important core study in today's society. Washington High School leads the State of Iowa again in AP Work.

Dr. Plagman has certainly expanded AP courses, since his first year at Washington High School in 1981-82. There were a number of graduates in the audience from Dr. Plagman's first graduating class last night.

We want to salute the Class of 2010 throughout the Cedar Rapids area and beyond. Whether it be Kindergarten, Middle School, High School, College or Post-Graduate work, education is the backbone of our nation. Best wishes to the Class of 2010, especially at McKinley MS and Washington HS!

Cedar Rapids Downtown District Announces “Bringing Downtown to Life” Launch Week
Three Events Scheduled to Showcase Sectors of Organization

CEDAR RAPIDS, IA – April 26, 2010- The Cedar Rapids Downtown District has announced the launch of its new brand “Bringing Downtown to Life” scheduled for the week of May 10. Three events will correspond with the launch week, representing various sectors of downtown life.

The branding strategy for the Downtown District brand comes from a nearly two year evaluation of the organization’s past identity and broad range of sectors represented. Months of internal and external research including evaluation of current awareness, relatable messaging and perceptions of downtown all contributed to creation of the new brand.

The organization introduced a new logo and Web site in June 2009, then continued work on creating a comprehensive plan on how the organization should be identified, making it relevant not only to those directly connected to downtown, but for those who have yet to discover what’s happening in the core of our community.

“Bringing Downtown to Life” stems from the action-oriented dynamics of our organization, including the countless individuals who contribute energy and talent to cultivating an extraordinary downtown,” explained Quinn Pettifer, Director of Marketing and Community Outreach for the Cedar Rapids Downtown District. “The new brand and strategic marketing plan will allow us to keep current and prospective patrons aware of how we are all “Bringing Downtown to Life.”

Starting soon, the new messages and new brand will be seen and heard in a variety of traditional media, as well as newer methods of communication such as social media, blogs and a text program.

The week of May 10 will display three contributing factors of downtown life, including the Downtown Business Summit, Downtown Clean Up, and the return of the Taste of Downtown:

The Downtown Business Summit is a free event, designed for those current or prospective business owners interested in learning more about the benefits community resources can provide, with specific focus on downtown Cedar Rapids. Discover who does what and how the Cedar Rapids Downtown District, City of Cedar Rapids, Entrepreneurial Development Center and many other local resources can assist with a variety of business-related concerns and issues. The evening will begin with registration and networking, followed by a downtown development update and community guest speakers. The second portion of the night will include an expo atmosphere with sponsor and collaborator representatives at individual booths.

The Downtown Spring Clean Up is scheduled for Wednesday May 12 in support of maintenance and streetscape work downtown. The Spring Clean Up is made possible through the United Way of East Central Iowa’s volunteer program “Day of Caring 2010.” The United Way program will provide more than 1,000 volunteers from 57 companies and organizations, bringing volunteers from local companies and organizations together to complete more than 100 service projects for 48 local non-profit agencies. The Cedar Rapids Downtown District will have a designated a team of more than 50 volunteers for a day of downtown clean up, flower planting, repair work and more, preparing downtown for its peak event season including the Downtown Farmers’ Markets, Freedom Festival, Uptown Friday Nights and others.

Taste of Downtown
Kick off May 15, 6PM-9PM in Skogman Realty Parking Lot

Taste of Downtown, a week-long event highlighting the restaurants and nightlife available in downtown Cedar Rapids, will feature a kick off sampling event Saturday May 15 from 6-9PM in the Skogman Realty parking lot along 1st Avenue in Downtown Cedar Rapids. Patrons will enjoy unlimited food and beverage sampling from participating bars and restaurants for a $20 admission fee. Musical entertainment from Jeff Craft will also be on site. Patrons must be 21 to attend. Participating vendors for the kick off night include Gringos, Big Daddy Dogs, Bricks, DC Riverwalk, Volume and Dublin.

The week of May 17-22 will continue Taste of Downtown events as participating Downtown restaurants and bars will offer week-long specials encouraging local residents and newcomers to get a “taste” of what downtown Cedar Rapids has to offer.

Unemployment Package: Senate Democrats won a key test in their push to extend unemployment benefits and several other recently lapsed federal programs in an extension bill. After hitting a procedural snag earlier in the day, the Senate voted 60-40 to advance the bill that would extend programs for an additional month. Only four Republicans voted in favor of the bill. Offsetting costs is a point of contention.(H.R.4851)

Republican Appointment: Senate Minority Leader Mitch McConnell (R-KY) appointed Sen. Kay Bailey Hutchison (R-TX) to serve as counsel to the Republican Senate leadership team.

Campaign Finance Bill: With their campaign finance bill due to be introduced in coming days, House Democrats revealed details of how they plan to promote the bill. It is expected to increase campaign finance disclosure, political coordination and disclaimer requirements, while imposing new limits on political involvement by government contractors and foreign governments.

Financial Services Overhaul: Although the gulf between Democrats and Republicans over how to revamp the nation’s oversight of financial services appears to be growing, Senate Majority Leader Harry Reid is moving overhaul legislation to the floor. Republicans immediately objected to the motion to consider the legislation. Sen. Reid responded by scheduling April 26 as the day to cast a vote on the motion to proceed. The GOP has vowed to block that. (

Immigration: As midterm elections approach, lawmakers are under constituent pressure to show progress on an immigration overhaul. Including a path toward citizenship for undocumented immigrants that is viewed as a way to avoid the risk of alienating Latino voters, a constituency whose turnout is expected to prove pivotal in states such as Nevada, where Senate Majority Leader Harry Reid faces a tough re-election race.

Climate Change Measure: Authors of a Senate climate change draft bill are attempting to rewrite a core section addressing transportation sector emissions, raising doubts that the long-awaited unveiling will proceed as scheduled this week.

The section being revised was decided upon after numerous meetings with representatives of oil and gas companies. It would have imposed a fee on petroleum-based motor fuels linked to the amount of carbon in the fuel and other elements. The fee would be added to the price of fuel at the pump. New language could include expanding nuclear power.

Tax Writers and S Corporations: Lawmakers looking for revenue to offset the costs in a tax bill are taking a close look at certain types of small businesses. They are considering a provision that would make it harder for owners of those companies to avoid paying employment taxes.

A similar provision that would have affected companies organized as S corporations was included in a 2007 proposal. That provision would have required employees who are also owners of service businesses to pay self-employment taxes on their profits. (

Financial Services: The House Financial Services Committee is expected to approve higher premium limits for the Federal Housing Administration (FHA) in an effort to secure the mortgage insurer’s long-term financial solvency. The bill considered by the panel would allow the FHA to raise the maximum allowable annual mortgage insurance premium on loans that it guarantees. (

The Week Ahead: The Senate is scheduled to take up a financial regulatory overhaul bill. The House is expected to consider bills dealing with misspent federal funds, overhauling the Pentagon’s acquisition system, and Puerto Rico’s political status.

In District 2 Iowa news ,,,
The Democrat and Republican parties in Iowa both conducted district conventions for the 2Nd Congressional District in the State of Iowa at separate locations in Fairfield on Saturday, April 24Th. Both parties elected members of to each party's State Central Committee and major candidates for various Statewide and District offices addressed the delegates, along with the party chairs for each party.

Delegates for each party will also attend State conventions in June, after the June 8, 2010 primary election for both major parties in the State of Iowa. The Democrats will conduct their State Convention on June 12Th, while the Republicans will hold their State Convention on June 26Th in Des Moines.

The Importance of Religious Liberty in our Society ...

To worship freely is a fundamental concern of human rights for all
people. The right to religious liberty must also entail the right to evangelize
and witness on issues of state and society. Denial of religious liberties often
is associated with economic, political and social marginalization and should be
ended. An important part of securing religious liberty is eliminating
limitations on voluntary association.

Religious liberty is threatened not only through repression, but
also through political favoritism whereby a specific religion is given special
favor by the state and the interests of the two are fused. This threatens the
special mission granted by God to religion and prohibits the prophetic witness
of religion to the issues of the state.

Religious freedom also must protect the rights of those who doubt
or deny the existence of God. To refrain from religious expressions is as
secured as the right to engage in religious expression. -

However, our society cannot eliminate God in the vocabulary of our society. In doing so, we would risk the establishment of the reverse in our society, which would violate our free exercise thereof.

In the Second Congressional District of Iowa, Dr. Mariannetee Miller-Meeks will face three men from Linn County in the June primary in 2010. Dr. Miller-Meeks will be in Fairfield for the 2Nd Congressional District Convention.

2nd DISTRICT: Mariannette Miller-Meeks of Ottumwa, the 2008 Republican
nominee for this congressional seat, became the new frontrunner in fundraising
this quarter. Her $71,438 topped the $41,729 raised by Steve Rathje of Marion,
who was the leader last quarter.

Miller-Meeks also topped Rob Gettemy of Marion's fundraising of $28,824,
but she had less cash at the end of the reporting period because of a $100,000
personal loan that Gettemy made to his own campaign. Gettemy had $120,815 at the end of March, while Miller-Meeks had $72,702 and Rathje had $55,586.

The House of Representatives is expected to consider legislation that would grant Washington DC residents a voting member of Congress. House Majority Leader released a statement announcing his intention to bring the DC Voting Rights Act to the House Floor next week. Supporters of the measure say it is an injustice to deny Americans living in our nation's capital full voting representation in Congress. Opponents of the measure say that the bill changed dramatically when the Senate added an amendment to its D.C. Voting Rights bill that would force the District of Columbia to weaken its gun control laws.

Nuclear Treaty: Republicans say their strong concerns about President Obama’s Nuclear Posture Review, particularly the decision to specifically outline cases in which the U.S. would not use nuclear weapons against an adversary, could complicate the approval of a new arms control treaty.

Some lawmakers say the longstanding, bipartisan U.S. policy of ambiguity about the use of nuclear weapons better serves the nation and that they might use the ratification process for the Strategic Arms Reduction Treaty (START), recently signed by the U.S. and Russia, as a lever to push the administration to clarify the outcome of its nuclear review.

Veterans’ Health Coverage: The Senate passed a measure that would clarify that health benefits provided by the VA qualify as minimum coverage under the new health care law. It would also apply to dependents of veterans who receive their health insurance coverage through VA programs. (

Pentagon Spending: Leaders of the House Armed Services Committee are attempting to bolster oversight of the Pentagon’s procurement bureaucracy in a measure to rein in spending on services other than weapons, such as maintenance and logistics. The bill aims to improve the Pentagon’s efficiency with better cost estimates and more accountability. (

Offshore Oil and Gas Drilling - Climate Change: President Obama approved a five-year plan for energy development on the outer continental shelf that would allow new oil and gas leasing in federal waters off the shores of the mid-Atlantic and southeastern U.S. and in the Gulf of Mexico. It comes as a group of senators completes the draft of a climate change bill that would cut greenhouse gases, put a new “carbon fee” on gasoline and overhaul the nation’s energy economy.

Panel Backs Bills for Legal U.S. Immigrants: A Senate panel approved a pair of measures to allow immigrants living legally in the U.S. to work overseas under certain circumstances without preventing their immigration status from being adjusted to lawful permanent residency.

Financial Industry Overhaul: Senators are expected to consider legislation that would overhaul the nation's financial industry. GOP senators could filibuster against the motion to bring up the measure because of language that they say opens the door, and sets aside funds, to future bailouts of failing financial firms.

Bank Tax: The Senate Finance Chairman, Max Baucus (D-MT) is adding a $90 billion bank tax proposal to the mix of potential budgetary offsets for upcoming bills in Congress. The first hearing will be April 20.

Greenhouse Gas Caps: After almost six months of negotiations, Sen. John Kerry’s (D-MA) climate change bill appears set to be unveiled on April 26. It is expected to compete with a bipartisan carbon capping bill (
S.2877). Under both bills, polluters would have to buy emissions allowances.

Campaign Spending: Democrats are expected to unveil legislation that would impose stringent disclosure requirements for such expenditures and prevent money from being funneled anonymously to shell groups. The bill is a reaction to a recent Supreme Court decision.

April 19, Breakout Meetings at Member Businesses

at Noon

Twice a year our club breaks up into groups of 10-12 members and attends the breakout meeting at one of our member businesses. In the beginning of Rotary, Paul Harris and other members would rotate from one member's place of business to the next at each week's meeting of Rotary. The tradition in Chicago ended with the first club as membership grew at it became more practical to meet at one central location.

At our Rotary Club of Cedar Rapids meeting today, 2Nd District U.S. Representative David Loebsack (IA-Dem.) was in attendance, along with Iowa HD 33 Representative Kirsten Running-Marquart (Dem.). Each candidate will face a Republican in the November general election scheduled on November 2, 2010.

Rich Patterson was today's program and spoke on the Indian Creek Nature Center, as well as the 40Th Anniversary of Earth Day – April 22, 2010. Half of the Nation's Households Have Participated So Far

Communities nationwide are urging their residents to take 10 minutes on Thursday, April 1 — Census Day — to fill out and mail back their 2010 Census forms if they haven't already done so. As the official reference date for the once-a-decade civic ceremony, Census Day will serve as the point-in-time benchmark for the nation's population count for the next 10 years.
The U.S. Census Bureau mailed or hand-delivered about 134 million 2010 Census questionnaires to households in March. To date, just over half of those households have mailed back their census forms, an important milestone. South Dakota and North Dakota have achieved some of the highest rates of mail return so far (62 percent and 61 percent, respectively), followed by Nebraska (60 percent).

Residents still have time to fill out and mail back their 10-question census form, saving the government about $57 for each household that does not have to be visited by an enumerator. The U.S. Constitution requires an enumeration of every person living in the U.S. Every household that fails to send back its census form by mail must be visited by a census taker starting in May — at significant taxpayer cost. The easiest and best way to be counted in the census is to fill out and return your form by mail. If every household across the nation mailed back its completed form, taxpayers could reduce the cost of administering the census by about $1.5 billion.

“I'd like nothing more than to return money to the taxpayers following this census because they mailed back the census forms at a record rate,” said Census Bureau Director Robert Groves. “In the end, the American public's willingness to participate in the 2010 Census will determine its success and how much money we're able to save.”

Highlights of the Census Bureau's April 1 initiatives to raise awareness and encourage participation in the 2010 Census include:

  • In the morning, Groves will collect forms from D.C. residents at local eatery Ben's Chili Bowl. He'll then move to a celebration at Freedom Plaza, just steps away from the Old Post Office.

  • Strategically positioned outside the post office in Chicago's Federal Plaza, the 2010 Census Portrait of America Road Tour vehicle and local census staff will remind residents on their way to work to mail back their forms.

  • At state capitols in Montpelier, Vt. and Olympia, Wash.; census staff will partner with local officials and community leaders at rallies and celebrations to get the word out.

  • At the Yuma County Fair in Arizona, Atlanta's Robert Woodruff Park and the Jewish Children's Museum in New York City, local census staff will host events to celebrate National Census Day and remind residents it's not too late mail back their census forms.

To track national and local participation rates, the Census Bureau's “Take 10” Rate Tracker widget is available for download at http://2010.census.gov/2010census/take10map. Anyone with a Web site can copy and paste a widget that will display and automatically update their community's mail participation rates on a daily basis. A new interactive Google Earth application also shows mail participation rates for 2010 — updated daily — a user-friendly platform for broadcast news stations that want to zoom in on their area's rates. Census data is used to apportion seats in the U.S. House of Representatives and to distribute more than $400 billion in federal funds annually. In 2000, the nation reversed a three-decade decline in mail rates, achieving a participation rate of 72 percent.

All census responses are confidential. Answers are protected by law and cannot be shared with anyone. The Census Bureau takes extreme measures to protect the identity of individuals and businesses. By law, the Census Bureau cannot share respondents' individually identifiable answers with anyone, including tribal housing authorities, other federal agencies and law enforcement entities.

The 2010 Census is a count of everyone living in the United States and is mandated by the U.S. Constitution. Census data are used to apportion congressional seats to states, to distribute more than $400 billion in federal funds to tribal, state and local governments each year and to make decisions about what community services to provide. The 2010 Census form is one of the shortest in U.S. history, consisting of 10 questions, taking about 10 minutes to complete. Strict confidentiality laws protect the respondents and the information they provide.
